Transformation towards Climate Resilience

Berlin Adlershof is Europe's largest Science and Technology Park – a “city within a city”.

The major challenge: achieving climate neutrality while adapting to the impacts of climate change.

Through the TransformResQ project cluster is developing a transferable Master plan for climate-resilient technology districts – using Adlershof as an example, applicable to other “Zukunftsorte”.

Project cluster TransformResQ – From concept to implementation

WISTA Management GmbH, as the operating association, is working with partners in an interdisciplinary project consortium to develop a scientifically sound and practice-oriented Master plan for a climate-resilient technology district in Adlershof.

This Master plan brings together actionable measures, prioritised according to their climate impact, costs and implementation timeframe. Developed as an exemplary model for Adlershof, it is designed to be transferable to other future locations.

Foundation and Starting Point of the Projects

The project began with a preliminary study that outlined the required climate and site development scenarios for Adlershof up to the year 2050.

These scenarios provide the factual foundation for anticipating future climatic changes, urban development trends and infrastructure requirements at an early stage.

The preliminary study was financed by WISTA Management GmbH and provides the strategic basis for the following research and implementation steps.

 

The two research projects funded by the Federal Ministry for Economic Affairs and Energy (BMWE), ‘Transformation to a climate-resilient technology district (TransformResQ)’ and ‘Resilient energy system for technology districts (ResQEnergy)’, started in December 2024 and January 2025 respectively.

Project 1: TransformResQ – Climate Resilience Master Plan

TransformResQ is developing a transferable Master plan for a ‘climate-resilient technology and science district in Adlershof’. The project focuses on planning framework conditions, concrete resilience measures and monitoring system to evaluate climate resilience.

It includes:

  • Development of a planning and legal framework for action
  • Designing and implementing a  climate monitoring system to evaluate climate resilience
  • Defining evaluation parameters to measure the effectiveness of resilience measures
  • Analysis of national and international best practice examples
  • Development and evaluation of research-based resilience measures
  • Selection, prioritisation and implementation of suitable measures for Adlershof
  • Transfer of methods and results to other technology districts

Project 2: ResQEnergy – Climate-Resilient energy system

The ResQEnergy project is developing a climate-resilient energy system for technology districts. This involves creating energy demand scenarios, identifying the potential of renewable energies and integrating the results into the Adlershof digital twin.

The focus is on:

  • Creating energy demand scenarios
  • Analysing the potential for renewable energies and waste heat utilisation
  • Modelling electricity, heating and cooling supply
  • Developing climate-adapted energy supply scenarios and sensitivity analyses
  • Integrating the results into the existing digital twin
